In order to answer what time it is, you need to know what the time actually is. If you don't have the time or if you want to avoid further discussion, say if the person asking was a stranger than you can simply say, 'I'm sorry, I don't have the time'.
If you do have the time and want to respond to help the person asking out, then you can choose one of the following:
One important time-saving when learning how to read the time is to not be exact. There is no need to say 'It's 22 minutes past 7' for example and to just say 'It's 20 past 7'.
